The State Transfer event in Whiteout Survival is one of the most strategic features in the game. It allows you to move your base to another state (server), giving you a chance to join a better alliance, escape inactive zones, or seek more competitive gameplay. However, transferring isn’t as simple as packing your bags—it’s governed by strict rules, phases, and requirements.

State Transfer is a limited-time event that lets players move from one state to another. States in Whiteout Survival are essentially different servers. This move can help you find a more active alliance, better state leadership, or simply enjoy a fresh start with stronger allies.
But not all states are equal. Before transferring, you must understand whether your target state is a Leading State or an Ordinary State, as this affects your ability to transfer.
During this phase, each state is ranked based on the Transfer Score of their top 100 active Chiefs.
States in the top 20% are marked as Leading States.
All other states are considered Ordinary States.
Why does this matter?
Leading States are much more restricted:
They can only receive up to 84.5 million power in new Chiefs.
Ordinary States can receive up to 130 million power.
The transfer manager (usually the current or last President) sets the total power cap for incoming players during this phase.
Transfer Managers can invite specific players from other states.
There are two types of invitations:
Ordinary Invites: For Chiefs within the state’s power cap.
Special Invites: For Chiefs exceeding the power cap.
Each state starts with 3 Special Invites, and you regain one on the 1st of each month (up to 3 max).
⚠️ Leading States cannot receive Special Invites.
Any Chief can now transfer to another state without an invitation, as long as:
Their transfer power is within the cap.
The state has available slots.
Chiefs above the cap can still request a Special Invite (but only to Ordinary States).

Your Transfer Score determines your eligibility and the number of Transfer Passes required.
It includes:
Furnace level
Chief Gear and Charms
Hero Power and Gear
Pet Power
❌ Troops are NOT included in the score.
The higher your score compared to the target state’s ranking, the more Transfer Passes you will need.
You must use Transfer Passes to move states. These can be:
Purchased in the shop weekly.
Acquired via bundles and packs.
The cost in Transfer Passes increases if your Transfer Score is higher than the average of the state you’re targeting.
💡 Pro tip: Start buying Transfer Passes early—even if you’re not transferring now. Waiting until the event starts may leave you short or cost you real money.
You must meet ALL of the following criteria:
Not in combat or being scouted.
Not part of any alliance.
Not a President, Transfer Manager, or Frost Dragon Tyrant.
At least 25 days since your last transfer.
Fewer than 4 characters in the target state.
Meet the required Furnace level.
Stay within the power cap, unless you have a special invite.
When you move to a new state, several game systems are affected:
A random teleport to a location in the Icefield.
24-hour protection shield.
Arena score resets to 1,000.
Fishing Tournament, Hero Rally, Tundra Adventure, Symphony of Change, and other event progress are reset.
Any unclaimed rewards are sent to your mail (if you bought a pass, all tiers; if not, only the ones you reached).
Vault of Enigma, Armament Competition, and other state-based events will restart.
Your pack purchase limits reset—you can buy again in your new state.
Resources stored above warehouse protection are deleted.
Secured resources remain safe.
Try to transfer during Phase 2, where invites help you bypass competition.
If you’re a low-power player, you’re more likely to be accepted by Leading States.
Save Transfer Passes even if you don’t have immediate plans to move.
Use the Transfer Preview tool in-game to check your cost and compatibility with other states.
Coordinate with your alliance before transferring to avoid miscommunication or losing leadership.
